Commissioners

All powers of the Authority are vested in a five-member Board of Commissioners appointed for five-year terms by the mayor of Sedro-Woolley and approved by the city council.  The commissioners are not compensated for their service.

The board meets at 10:45 a.m. on the third Thursday of during the months of February, April, June, August, October and December at Hillsview, 830 Township St., Sedro-Woolley, unless there is cause to convene a special board meeting.

Kacy Johnson Kacy Johnson, Chair

was appointed to the Board in 1991. Commissioner Johnson worked for Skagit Corp. and the Skagit County Public Works Department before opening Sedro-Woolley Floral, which she owned and operated with her daughter for 26 years. She’s a board member of Soroptimist International of Sedro-Woolley and is a board member for the Skagit County Fair. In the past, she has been the president of the Sedro-Woolley Chamber of Commerce, and an advisory board member for Cascades Job Corps. She’s also been involved with FFA (formerly known as Future Farmers of America) and 4-H. Commissioner Johnson has an Associate of Technical Arts degree from Skagit Valley College.

   
Fay Huggins Fay Huggins, Vice-Chair

was appointed to the Board in 1997. Commissioner Huggins is retired from a long career helping to run auto parts stores owned by her family, including Sedro-Woolley Auto Parts, which opened in 1938. She’s been involved with the Grace Cochrum Children’s Therapy Guild for 45 years and a member of Soroptimist International of Sedro-Woolley for 29 years. Recently, she’s also gotten involved in fundraising for the Sedro-Woolley chapter of the Boys & Girls Club.  Commissioner Huggins was appointed to the Board in 1997.

   
Laurie Fellers Laurie Fellers

was appointed to the Board in 2009. She has 25 years of experience in property management, both in the public and private sectors. Currently, she’s going back to school to pursue a different career path. Commissioner Fellers been on the board of the Sedro-Woolley Cooperative Preschool for three years and is now its Treasurer. She also is a past board member of the Sedro-Woolley Food Bank.

   
K. B. Johnson K. B. Johnson

was appointed to the Board in 2007.  Commissioner Johnson had an early career in the U.S. Army and then owned and operated locksmith businesses – All Valley Lock & Key and All Island Lock & Key – for many years before retiring. He is also a retired volunteer fireman. He is a member of the advisory council for Skagit Transit, a member of the Sedro-Woolley Downtown Revitalization Committee, a member and trustee of the Skagit Sportsman and Training Association, and a member and trustee of VFW Post 5055.

   
Terry Karper Terry Karper

was appointed to the Board in April 2009. Commissioner Karper owns a construction company named Terry’s Property Maintenance and in addition has worked in the property management field for Coast Real Estate Services since 1992. In the past, he was a member of the Sedro-Woolley Parks and Recreation Advisory Committee and the Sedro-Woolley Little League Board, and he helped with the renovation of Murdock Field. Currently, Commissioner Karper is a member of the Skagit Umpires Association.

 


Stephen Norman Stephen Norman, Executive Director, King County Housing Authority

is Secretary to the Sedro-Woolley Housing Authority. Mr. Norman has an extensive background in the design, financing, development and operation of service-enriched and affordable housing and previously served as an Assistant Housing Commissioner for the City of New York. Subsequently, he was the founding National Vice-President of the Corporation for Supportive Housing, where he established CSH’s program operations and worked around the country with local governments, foundations and nonprofits to develop supportive housing for homeless and special-needs populations. Mr. Norman held an appointment as Loeb Fellow at Harvard University’s Graduate School of Design in 1985–86. He currently serves on the boards of the Council of Large Public Housing Authorities and Building Changes, formerly AIDS Housing of Washington, and co-chairs the King County Interagency Council on Homelessness.
